Off-payroll Working: major changes ahead from April 2017
The Government are making changes to tax regulations for workers who are hired off the payroll. Off-payroll workers are paid by invoice via an intermediary such as their own limited company or partnership (also known as a personal services company) or via a recruitment agency rather than Devon County Council’s payroll service.
Maintained schools where Devon County Council is the employer will form part of Devon County Council for the purposes of the tax regulations. Academies will be treated as separate employers. Academies do need to be aware of the changes as they will have a responsibility for applying the new rules.
