2016 statutory consultation

The information on this page relates to the statutory consultation that ran from 26 May until 17 June 2016 and the restrictions that were implemented. For information on the current proposals please see Exeter residents’ parking.

This consultation was held in response to requests from local residents who are affected by commuter parking and the proposals aim to prevent displacement to other areas. These proposals have been drafted following discussions with local county councillors and the Chair of the Highway and Traffic Orders Committee.

The intention of the scheme is to ensure that residents have priority over parking within their area, while also ensuring that local needs are taken into account, for instance, that local schools, businesses and other employment hubs are not unfairly disadvantaged.

In 2015 a number of public consultations were held to gauge the views of local residents. These views were considered by the Exeter Highways and Traffic Orders Committee on 19 April 2016 where the committee gave their approval to progress proposals to the next stage.

The revised proposals were formally advertised from 26 May until 17 June 2016 which allowed members of the public to submit their comments. The responses to the statutory consultation have been considered and the Exeter Highways and Traffic Orders Committee on 12 July 2016 decided which roads and restrictions will be included/excluded.

What happens next?

The work has been commissioned and the restrictions will come into force on 13 February 2017. Plans showing the restrictions being implemented are available below:

1) Elizabeth Avenue Area (Zone S6) – 10.00am – 5.00pm Monday to Friday – (ENV 5544) New zone to include roads around Margaret Road, Stoke Hill and Elizabeth Avenue.

  • Plans are available on request

Resolved: only the proposals for Elizabeth Avenue, Prince Charles Road and Prince Charles Service Road and the proposed No Waiting At Any Time at the Margaret Road/Prince Charles Road/Service Road junction are implemented.

2) Newtown Area (Zone C) – At All Times – (ENV 5549)
Extension of existing zone to include all of Jesmond Road.

  • Plans are available on request

Resolved: the proposals are implemented as advertised.

3) Regents Park Area (Zone S2) – 10.00am to 4.00pm Monday to Friday – (ENV 5548)

Extension of existing zone to include roads around Park Road, Ladysmith Road, South Lawn Terrace and Fore Street.

  • Plans are available on request

Resolved:

  • The restrictions in Commins Road, Jubilee Road, Manston Road, Park Road, Pinhoe Road, Polsloe Road, St Annes Road, St Johns Road and St Marks Avenue are implemented as advertised.
  • The restrictions in Bonnington Grove, Fore Street, Goldsmith Street, Homefield Road, North Lawn Court, North Street, Oakfield Street, Park Place, Pegasus Court and Wyndham Avenue are implemented as advertised*.
  • The proposed restrictions in the remaining roads are not progressed with the exception of the following specific restrictions which are still considered necessary to improve parking in the area.
  • No Waiting At Any Time at the junctions of Hamlin Lane/Hanover Road and Hanover Close/Hanover Road.
  • Revocation of a section of No Waiting At Any Time in Lower Avenue
  • Revocation of No Waiting and new No Waiting At Any Time outside 23 to 29 Ladysmith Road.

* Following the committee meeting it has now been resolved to include Alpha Street within these proposals.

4) Bovemoors Lane Area (Zone N) – 10am to 5pm Monday to Friday – (ENV 5547 and 5553)
Extension to include roads around Sivell Place, Whipton Lane, Victor Street and St Loyes Terrace. With the proposed introduction of residents parking in Roseland Avenue, it is proposed to remove the Prohibition of Motor Vehicles Except for Access.

  • Plans are available on request

Resolved:

  • The proposals for Church Street, Gordons Place and Sivell Place are implemented as advertised.
  • Restrictions are introduced in Lonsdale Road, Roseland Avenue, Stanwey and Whipton Lane.
  • The proposals for Butts Road, Fore Street, Lonsdale Road, Roseland Avenue, Stanwey and Whipton Lane are implemented as advertised with a modification to the pay and display in Whipton Lane to allow a four hour tariff at a charge of £3.50.
  • The proposed restrictions in the remaining roads are not progressed.

5) Rifford Road Area (Zone S7) – 10am to 5pm Monday to Friday – (ENV 5545)

New zone to include roads around Rifford Road.

  • Plans are available on request

Resolved: that the proposed restrictions are not progressed on the section of Woodwater Lane between Rifford Road and Aller Vale Close but that the remaining restrictions are implemented as proposed.

6) Burnthouse Lane Area (Zone S8) – 10am to 5pm Monday to Friday – (ENV 5546)

New zone to include roads around Burnthouse Lane.

  • Plans are available on request

Resolved:

  • Restrictions are implemented on Browning Close and the section of Burnthouse Lane between Chestnut Avenue and Wonford Street including the spur in front of the surgery. These restrictions will be implemented as part of the Rifford Road zone (Zone S7) with the bays marked as advertised with the exception of the proposed pay and display outside nos. 106 to 116.
  • The proposed restrictions in the remaining roads are not progressed with the exception of the following specific restrictions which are still considered necessary to improve parking in the area.
  • No Waiting At Any Time at the junction of Chestnut Avenue/Magnolia Avenue and Briar Crescent/Hamilton Avenue.
  • No Waiting At Any Time and changes to School Keep Clears on Burnthouse Lane but not across private driveways.
