A 30 day consultation process on the future of services at Exebank was conducted with interested parties from 6th December 2013 to 3rd January 2014. A formal consultation process has also been conducted with affected staff members and the Trade Unions to inform this report, completing on January 10th 2014.
Community consultation responses:
The community consultation process ran for 28 days, requiring written or emailed responses to ensure a clear audit trail is available.
There were 8 responses received. Of these the majority actually commented on the potential future use of site rather than formally ceasing services or offer proposals for use of the funds released.
Two accept the position that the Council finds itself in and that change is required.
Two are against the end of residential rehabilitation service provision at Exebank concerned that a community based service is not always suitable or practicable to help people home after hospital stays.
Staff and Trade Union consultation responses:
There have been no written responses from the staff group. Discussions have taken place with the Trade Unions at JCC meetings so they are fully informed of the proposals and have attended consultation events. Whilst it is not a formal requirement, the recognised Trade Unions have confirmed there is no written responses about the proposal.
Following completion of formal consultation with interested parties, staff and Trade Unions and with regard to Equality Impact Assessment, the recommendations listed below have been approved.
