The Teams

Adult Commissioning and Health Team

The role of social care commissioners is to ensure that there are the right types of services, available in the right places to meet the needs of Devon people, in a timely and affordable way. The team works closely with Health Commissioners and Procurement colleagues to fulfil its duty to ensure that good quality services which deliver the best value to local people, are available.

Senior Commissioning Managers
The following senior commissioning managers hold overarching responsibility for key areas of work:

Ian Hobbs

Senior Commissioning Manager, Market Management, Prevention, Carers and Living Well at Home

Ian has worked for DCC for 35 years in a variety of roles across Devon, initially as a social worker and team manager in Plymouth and later in a range of leadership roles, including a period as a partnership lead officer in the northern Devon area. In his current role, Ian leads the Business Relations Team and currently has responsibility for a portfolio that includes social care markets, personal care, carers and prevention.


Solveig Sansom

Senior Commissioning Manager, Older People & Older People's Mental Health

Solveig has a background which spans the public & private sectors and health. She has worked extensively in Health and was Head of Integration for South Devon & Torbay CCG in her last commissioning role.


Rebecca Hudson

Senior Commissioning Manager, Disabilities & Mental Health (Interim)

Rebecca is lead commissioner of services for adults at Devon County Council. Her previous roles include Head of Strategy for Children, Families and Adult Services at Cambridgeshire County Council and she spent ten years as a Civil Servant at the Department for Education and the Cabinet Office.


Geraldine Benson

Principal Social Worker

Geraldine has a long standing background in operational management & service delivery, in social care & health, including recently her role as the Health and Social Care Community Services Manager in East Devon.


Quality Assurance and Improvement Team

The QAIT team offers advice & support providers to meet the quality standards and requirements of Regulators and Devon County Council. Read more

Steve Blandford

Quality Assurance & Improvement Manager

Steve has over 30 years’ experience in social care across finance, strategic planning, performance management and quality assurance


Sandie Graham

Senior Quality Assurance & Improvement Officer

Sandie is the lead contact for South Devon and for regulated community based personal care services. She has worked in Health & Social Care for 20 years within both strategic change and operational management. Particular emphasis in the regulated care market


Peter Lock

Senior Quality Assurance & Improvement Officer

Pete is the lead contact for North Devon and for unregulated care markets. He has over 25 years’ experience in adult social care – residential, day, employment and advice and guidance services. Experience in direct service provision and managing and monitoring of services


Steve Merchant

Quality Assurance & Improvement Officer

Steve supports services in the North Devon area. He has 10 years’ experience in Adult Social Care including arranging support and commissioning roles, most recently within the Safeguarding team


Debi Tilcock

Quality Assurance & Improvement Officer

Debi supports services in the South Devon area. She is a qualified nurse and social care teacher/trainer with experience in care home management and care consultancy work including turn-around and crisis management


Andrea East

Senior Quality Assurance & Improvement Officer

Andrea is the lead contact for East Devon & Exeter and for nursing & residential care homes. Andrea is a Registered Nurse, with an academic background, thirty years of experience in Health and Social Care across Sectors, focusing on quality, regulation and mental health


Michelle Willocks-Watts

Quality Assurance & Improvement Officer

Michelle supports services in the South Devon area. She has experience of working across both health and social care and the private sector, including management of third sector services, quality assurance, policy and procedures


Rebecca Melville

Quality Assurance & Improvement Officer

Rebecca supports services in the East Devon area. She has worked in Adult Health and Social Care for over 10 years, in both provider and commissioning roles. Previous experience of direct care provision, Registered Manager and Community Care Manager


David Rainbow

Quality Assurance & Improvement Officer

David supports services in the East Devon area. He has worked in a Health and Social care environment for over 15 years, most recently as a Learning and Development manager specialising in leadership programmes. Prior to this David worked as project manager delivering improvement plans within Adult Safeguarding and Telecare


Gabrielle Lester-Smith

Business Change Manager - Accredited Reviewer

Gabrielle has worked in the public sector for over 13 years and in health and social care for over 8 years. Working in various management roles, Gabrielle has experience of managing large support teams, resource management and project management.


People Procurement Service

This team works very closely with commissioners to ensure that services are procured and contracted in a fair and transparent manner and meet EU procurement regulations.

Chris has a background across a range of Independent Sector Health & Social Care service settings. He brings extensive operational management knowledge to his role as Sector Lead for the Personal Care Market in Devon.

Clare Diffey

Commissioning Development Officer

Clare is a Commissioning Development Officer with over 10 years’ experience in the voluntary sector across the south west, providing services to adults; in the fields of housing & homeless prevention, mental health, drug & alcohol and carer’s support.


Lucie Spiers

Commissioning Development Officer

Lucie has worked in the Adult Care and Health Commissioning team for the last ten years, as Commissioning Officer. Prior to that, she worked for the Devon Supporting People programme. Before joining the Council, she spent some time in Learning Disabilities residential services, and in the voluntary sector, as the Deputy Manager of a Direct Access Hostel for the Homeless.


Debbie Bird

Business Relations Officer

Debbie joined the team in 2017 and previously worked in the private and public sectors at both strategic and operational level with a background in Housing, Planning and Business Transformation, and also working with communities to support local projects, including those in the health and social care sector


Tim Nand-Lal

Business Relations Officer

Tim works with the Health Sector. He has extensive experience of Health and Social Care commissioning and has worked in a number of roles in local government including implementing change and managing projects, e.g. Torbay Living Well @ Home project.


Louise Jocelyn

Commissioning Support Officer

Louise has a background in youth work and child protection and has worked within the Commissioning Support Team for just over two years. Within that time she has worked on a number of health and social care projects including a Review of the Child Protection Pathway, the new case management system for Children’s Services, Supported Living Review, and the Technology Enabled Care and Support Strategy.

The Proud to Care team support all health and social care organisations to attract people with the right values to work in the sector.  Proud to Care highlights positive stories of health and social care staff.  It’s about recruiting high quality staff into the health and social care sector and developing career pathways to retain staff.  We are also working on schools and colleges engagement to show health and social care as a rewarding, progressive career choice and demonstrating the many pathways in.

Sally-Ann Turner

HR Strategy Manager

Sally-Ann has had over 20 years’ experience in HR, working in the private, voluntary and public sector. Sally-Ann is HR Strategy Manager for the Adult Social Care and Health team, Lead for Proud to Care Devon and Project Manager for Proud to Care SW. She loves partnership working with a wide range of health and social care organisations across Devon.


Nic Dunn

Senior Workforce Development Advisor

Nic is a Senior Workforce Development Advisor in the Proud to Care Team in Adult Commissioning and Health. Nic has worked for DCC for over 13 years in a number of roles in the Early Years & Childcare Service, HR One, and more recently in Adult Social Care and Health.


Tracy Grant

Workforce Development Administrator

Tracy is a Workforce Development Administrator in the Proud to Care Team in Adult Commissioning and Health. She is largely responsible for co-ordinating the Proud to Care Ambassadors into schools, colleges and universities across the County and keeping the Jobs Board updated on the Proud to Care website.
