The Planning Application for the Relief Road has been successfully submitted to Mid Devon in June 2020 with the reference number 20/00876/MFUL. Mid Devon has validated it meaning it is now available for the public to review it and offer comments to Mid Devon through the following planning Portal link: https://planning.middevon.gov.uk/online-applications/.

Background

Traffic congestion within Cullompton is a long-term issue, which impacts on local air quality in the town centre, housing development and associated future economic growth.

Growth in Cullompton outlined in the Local Plan is unlikely to be achieved with the current road network. Any more development would result in large queues on Station Road in the morning peak, impacting further on air quality within the Air Quality Management Area (AQMA).

In the evening queuing is likely to reach the motorway off-slips and potentially the M5 carriageway, leading to safety issues.

The Cullompton town centre relief road which has been in the Mid Devon Local Plan since 2011, is proposing to move traffic away from the town centre.

Devon County Council (DCC) and Mid Devon District Council (MDDC) held a first round of public consultations in autumn 2018 on three possible alignments for a relief road around Cullompton. Documents of the 2018 public consultation can be found at the bottom of the page.

Following the 2018 consultation, MDDC Cabinet agreed that the route adjacent to the railway lineĀ  ‘Option B be recommended to Devon County Council as the preferred route…‘ (January 2019). Please find MDDC’s cabinet report in the supporting documents section.

DCC also received cabinet approval to develop a planning application for the preferred option and have since been developing the scheme through additional technical work. Please find DCC’s cabinet report and minutes in the supporting documents section.

This additional work consists of developing and finalising the design and includes alterations at the southern end as suggested during the first public consultation. It also includes finalising junction arrangements at either end of the scheme, developing environmental mitigation for the scheme and identifying a strategy for the relocation of sports pitches and the compensating land for the loss of public open space on the Cullompton Community Association fields.

The permanent displayed (unmanned) at Hayridge Library was held between 19th November – 20th December 2019

The project team were present on:

  • Saturday 23 November at Hayridge Library: 9 am to 12 noon
  • Thursday 28 November at Hayridge Library: 6 pm to 8.30 pm

The Consultation Report was finalised in March 2020 and is available in the below listed 2019 Consultation Documents. In June 2020 the Planning Application was submitted and validated.
