- What is the Early Years Pupil Premium?
The Early Years Pupil Premium (EYPP) is additional funding for early years providers to improve the education they provide for some three- and four-year-olds. Ofsted requires evidence of impact of this funding, showing that the gap in children’s outcomes has narrowed.
The Early Years Pupil Premium is available to all early years providers registered to offer the Early Years Funding for three- and four- year olds.
Early years providers are ultimately responsible for identifying eligible children and should speak to parents to find out who is eligible and encourage those that may be eligible, to register so that the maximum amount of funding can reach providers in Devon.
Parents/carers of children in care do not need to complete a Registration Form. Those children will automatically receive the Early Years Pupil Premium.

- Which children are eligible?
Children must receive the Early Years Funding in order to attract Early Years Pupil Premium funding. They do not have to take up the full 570 hours of early education they are entitled to in order to get the Early Years Pupil Premium.
Children may be eligible if parents have an income under £16,190 and are in receipt of one or more of the following benefits:
- Income Support
- income-based Jobseeker’s Allowance
- income-related Employment and Support Allowance
- support under part VI of the Immigration and Asylum Act 1999
- the guaranteed element of State Pension Credit
- Child Tax Credit (provided they’re not also entitled to Working Tax Credit and have an annual gross income of no more than £16,190)
- Working Tax Credit run-on, which is paid for 4 weeks after they stop qualifying for Working Tax Credit
- Universal Credit
- the child is currently being looked after by a local authority in England or Wales
- the child has left care in England or Wales through
- an adoption
- a special guardianship order
- a child arrangement order
Early years providers should encourage parents of children who took up the early education entitlement for two-year-olds to complete the Registration Form, as most of these children will attract the Early Years Pupil Premium when they turn three.
Four-year-olds in reception classes who receive the school-age pupil premium are not eligible for the Early Years Pupil Premium funding.
- How do I claim the Early Years Pupil Premium?
Early years providers are responsible for identifying eligible children and will need to encourage parents to complete a Registration Form so eligibility can be checked for the Early Years Pupil Premium.
Early years providers must enter information onto the Provider Portal from the Registration Forms where parents are likely to be eligible under income and benefits criteria. Eligibility will be confirmed using the Eligibility Checking Service (ECS).
Devon County Council follows a different process for identifying and checking the Early Years Pupil Premium eligibility of children who:
- have been adopted from local-authority care
- have left care through a special guardianship order
- are subject to a child arrangements order
These children’s eligibility cannot be checked through the Eligibility Checking Service. Parents, adoptive parents or guardians of these children will have to provide evidence of the court order that proves that the child was formally in local authority care in either England or Wales to Devon County Council.
The children that are currently in locality authority care will be checked and funded.
Early years providers will be paid the Early Years Pupil Premium with the Early Years Funding.

You will be sent the ‘Eligibility Found’ and ‘Eligibility Not Found’ letters through the Provider Portal.
Please encourage and support parents to complete and return a Registration Form. This is additional money for early years providers that could make a very big difference to the outcomes of individual children.
