On 1 October 2013 The Commons (Registration of Town or Village Greens) and Dedicated Highways (Landowner Statements and Declarations) (England) Regulations 2013 came in to force.
These Regulations relate to Section 15A of the Commons Act 2006 to introduce landowner statements which bring an end to any period of recreational use ‘as of right’ over land, and the registers in which they are recorded.
Section 13 of the Growth and Infrastructure Act 2013 amended the form and procedure in England for depositing statements and declarations under Section 31(6) of the Highways Act 1980 in order to align it with landowner statements.
The application form must be completed by the owner of the land or their representative and posted to:

The application form must:
- be signed by, or by a duly authorised representative
- be accompanied by an Ordnance Survey Map at a scale of not less than 1:10,560 showing the boundary of the land to which the application relates in coloured edging
- be accompanied by the fee of £420.

The paper register can be viewed in the Land Charges Department by appointment between 9.30am and 4pm.
