Summary of Matter or Issue Requiring Decision:

This is the decision to award the contract for CP924-13A DILIS, for the provision of Devon Independent Living Integrated Services. The period of the contract is for 60 months with an option to extend for a further two periods of 12 months (totalling 24 months) following a OJEU EU tender process.

Decision Taken:

To award a contract (subject to due diligence) to the organization named below for the provision of the above contract. The contract will commence on 1st April 2015:

PLUSS Organisation Ltd. Second Floor, Basepoint Business Centre, Yeoford Way, Marsh Barton Trading Estate, Exeter, Devon, EX2 8LB.

Summary of Reason(s) for Decision Taken:

The decision has been taken on the basis of supplier(s) achieving the highest overall score within a best value tender (optimum combination of whole-life costs and quality) in line with the European Procurement Directives award procedure of Most Economically Advantageous Tender (MEAT).

Summary of Alternatives or Options considered and rejected:

A restricted Part A competitive process was undertaken. Thirty three providers expressed an interest in completing the PQQ. Seven completed PQQs were returned. After an assessment of the PQQs, five providers were invited to tender and these tenders were considered as part of the formal evaluation process.
