Summary of Matter or Issue Requiring Decision:

Increase in unit price paid to targeted Supported Living Providers (subject to client reviews and shared agreements).

Decision Taken:

Adult Commissioning and Health will mitigate risk of market failure by paying a minimum £14.06 hourly rate (as an aggregated indicator across all a provider’s Supported Living buildings in Devon) from April 2018 to targeted providers.

The increases will be restricted to specific (shared hour) service arrangements in named organisations where DCC analysis has established that prices are below the indicator.

Summary of Reason(s) for Decision Taken:

From April 2016 many providers responded to the “National Living Wage” by increasing rates for night (sleep in) workers. The Council has a duty under the Care Act 2014 to ensure sufficient markets and service continuity in the event of provider failure. This has lead us to conclude that in some cases increases are required to meet those wider responsibilities.

Summary of Alternatives or Options considered and rejected:

No increase in unit rate to targeted providers was rejected on market sufficiency grounds.
The rate of £14.06 has chosen as a benchmark rate modelled on typical rates we would expect to pay (lower and higher rates were considered)
