Decision to award the contract for ESPO348-16 Public Analyst Services following an OJEU EU tender 2015/S 182-330338 19/09/2015 by ESPO (Eastern Shires Purchasing Organisation)

Decision Taken:

To award a contract to the below organisations.

The contract will commence on 01/04/2016 for the period of 21 Months (31/12/2017) with an option to extend for a further 24 months until 31/12/2019

  • Hampshire and Kent Scientific Services,
  • Minton Treharne & Davies Ltd,
  • Public Analyst Scientific Services Limited,
  • Staffordshire Scientific Services,

West Yorkshire Analytical Services

Summary of Reason(s) for Decision Taken:

The decision has been taken on the basis of supplier(s) achieving the highest overall score within a best value tender (optimum combination of whole-life costs and quality) in line with the European Procurement Directives award procedure of Most Economically Advantageous Tender (MEAT).

Summary of Alternatives or Options considered and rejected:

Cornwall County Council led the last Public Analyst contract and they will continue to lead with this ESPO option. Due to the nature of Public Analyst Scientific Services and the combined use by surrounding authorities this option was deemed to be the best for the users and DCC.

There are no conflicts of interest in regards to this contract.
