Decision to award the contract for CP1155-15 – The provision of
business, legal and tax advice in connection with the planning and
implementation of a new Public Service Mutual for Devon’s Library
Services, following a Restricted Domestic Tender exercise.

Decision Taken:

To award a contract (Subject to due diligence) to the below
organisation(s) for the provision of the above contract. The contract
will commence on 1st July 2015, for the period of 9 Months, until
approximately 31st March 2016.

Mutual Ventures Ltd, 2-6 Boundary Row, London, SE1 8HP

Summary of Reason(s) for Decision Taken:

The decision has been taken on the basis of supplier(s) achieving the
highest overall score within a best value tender (optimum combination
of whole-life costs and quality) in line with the European Procurement
Directives award procedure of Most Economically Advantageous
Tender (MEAT).

Summary of Alternatives or Options considered and rejected:

A competitive process was undertaken from which five bids were
received these were considered as part of the formal evaluation
process.
