Summary of Matter or Issue Requiring Decision:

Decision to award the contract for CP1069-14 – Okehampton Business Park, following a domestic tender process.

Decision Taken:

To award a contract (Subject to due diligence) to the below organisation for the provision of the above contract. The contract will commence on 24th August, for the period of 12 weeks.

Summary of Reason(s) for Decision Taken:

The decision has been taken on the basis of the supplier achieving the second lowest tendered price having been evaluated using the ECC fee percentages. The lowest tendered price was disregarded following correspondence regarding the assumptions made at the time of tender and the risks associated. Those risks made the lowest price commercially unviable for the Contractor.

Summary of Alternatives or Options considered and rejected:

A competitive process was undertaken from which 6 bids were received; these were considered as part of the formal evaluation process. The lowest tender was based on assumptions that the Contractor had not checked with DCC. Those assumptions made the price commercially unviable for the Contractor putting the County Council at risk.
