Officer Decisions

County Solicitor - Jan Shadbolt

Summary of Matter or Issue Requiring Decision:

Schedule of Election Fees and Charges for 2017 Quadrennial Elections, based upon the framework of fees paid in previous elections, approved under delegated powers (Appointments & Remuneration Committee Minute 4, 19 September 2012)

Decision Taken:

Approved, following consultation with Deputy Returning Officers and Devon Chief Executives

Summary of Reason(s) for Decision Taken:

The administration of the County Council elections is undertaken by the relevant District Councils on the County Council’s behalf and the fees are a requirement to facilitate that and secure the employment of necessary staff to work at, on and during the elections

Summary of Alternatives or Options considered and rejected:

Not paying fees impracticable, as would be maintaining fees  at existing levels because fees have not been increased for last 2 elections and need uprating to reflect living wage.

Details of any conflict of interest and dispensation granted to the Officer taking the decision or by any Member of the Council in delegating responsibility for any specific express delegation:

The County Returning Officer’s fee is based on those paid to Deputy Returning Officers. The DRO’s fee will decrease as a consequence of the revised electoral boundaries coming into effect for these elections
