Expected outcomes

  • Early help embedded into local support for families
  • Increased take up of the lead professional role by partners with improved threshold and safeguarding understanding
  • Demonstrable outcomes for children through improved quality of assessments (DAFs) and enhanced performance and quality management
  • Improved quality, consistency and timeliness of work with children for whom there are concerns about chronic neglect, particularly in relation to the toxic trio

By September 2015

  • Multi -agency operations group established
  • Early Help practitioner forums established
  • Re-referrals to Multi-agency Safeguarding Hub (MASH) <25%
  • Increase in % of DAF lead practitioners from other agencies
  • Use of Early Help Threshold Toolkit is embedded

By December 2015

  • New emotional health and well being services for tier 1-2 in place
  • DCC Early Help provision integrated into local offer
  • Data warehouse for Early Help implemented
  • New Domestic Abuse Strategy published

By June 2016

  • New Early Help strategy published
  • Early Help offer in place and evidencing improved outcomes
  • Multi-agency workforce development plan in place
  • Integrated early childhood services established
