James Cawley

James Cawley – Associate Director – Adult Care Commissioning, Safeguarding and Housing at Wiltshire Council

He has responsibility for a number of functions, including: strategic, commissioning and operational management of Social Care/Housing; leading on health and social care interface; management of housing; responsibility for developing joint commissioning strategies for Social Care/ Health /Housing; collaborative and partnership working at local and regional level; managing large scale projects from conception to completion; change management, driving service improvement through performance information and indicators; Business analysis and identifying new/creative opportunities for service improvement; staff engagement and leadership.

 
James is professionally qualified in Housing and is a Fellow of the Chartered Institute of Housing. He has worked in a variety of operational housing roles. Since 2000 James has been responsible for managing and leading social care. In 2000 he was appointed Corporate Director for Community Services responsible for managing Social Services (statutory Director), Housing, Community Safety and Youth Offending . James’ key priority was to undertake a programme of radical transformational change to improve the critical failings within social services identified by the Audit Commission Joint Review Report. James has had responsibility for developing a successful housing stock retention strategy for the Council to modernise the housing stock and meet the Housing Quality Standards.
