Extra care housing
We are working in partnership with district, city and borough councils and with housing associations to develop around 1,000 extra care housing apartments across Devon.
What is extra care housing?
Extra care housing flats or houses are self-contained properties on a development with on-site care and support. You are living in your own property as a tenant or owner, and couples with very different care needs can stay together, rather than one leaving to move to residential care.
Care and support is provided by professional care staff regulated by the Care Quality Commission, who can provide personal care and support to meet your needs. All services are flexible and can be increased or decreased as required.
The properties are designed to make life as easy as possible with:
- waist height plug sockets
- wheelchair access
- level access bathrooms
- fully-fitted kitchen
- lifts where needed
- rails and regular seating areas in communal areas.
What services are available?
Extra care housing schemes provide a 24 hour wellbeing service on-site to provide instant help in an emergency. A pendant alarm device alerts staff when help is needed.
The care team can help with going to bed, getting up in the morning, medication prompting and helping you to adapt after a stay in hospital.
The support service can help you with getting out and about in the local community to do things like get to appointments or pick up prescriptions.
The domestic support team can help with tasks such as household cleaning, running errands and shopping for groceries.
There are extra charges for some of these services.
How much does it cost?
There are three elements to the cost:
- the cost of buying or renting your own home including utility bills
- the service charges associated with your home for maintenance and any communal facilities
- the cost of your personal care, lifestyle support and domestic support.
The amount you pay will vary depending on your individual situation and your income. You may have to pay for all of the costs, or you may be entitled to benefits to meet some or all of them.

There are currently four available developments in Devon in Bideford, Ivybridge, Okehampton and Newton Abbot.
Extra care housing commissioning strategy
Our Commissioning Strategy for Extra Care Housing was approved in 2010, and explains how much extra care housing we think is needed, where it should be developed, and how we should work with housing and care partners to make this happen.
We updated the needs analysis that the Commissioning Strategy is based on in 2015. This provides information on the amount of extra care housing we think is needed to improve housing with care options for you as you get older.
