Troubled Families Programme Phase

I would like to request the following information under the Freedom of Information Act, relating to the first phase of the Troubled Families Programme, which ran from 2012 ‘ April 2015.

1. Could you please tell me in how many of the families you claimed for ‘turning around’ in the first phase of the Troubled Families Programme, via the crime / anti-social behaviour / education result (i.e. not the ‘continuous employment’ measure), the education element had become ‘neutral’ due to a child of concern leaving school during the course of the programme, and there being no other children in the household whose school attendance was required to improve in order to meet the ‘success’ criteria.

2. Could you please also tell me in how many of the above cases the education measure becoming neutral was the only change that occurred in respect of the crime/anti-social behaviour/education result.

From our preliminary assessment, we estimate that compliance with your request would exceed the appropriate costs limit under section 12 of the Freedom of information Act 2000. This is currently £450 or 18 hours of officer time.

This information is not held in an easily extractable format. It is held in 1,370 Word templates which would need to be cross checked with an Excel Masterlist for children who were 16 years or older at the date of the Payment by Results claim. Then subsequently checked against criteria and other household members. We estimate it would take 5 mins to search, open and check the template and then cross check against the Payment By Result claim list. This equates to 1,370 x 5 =6,850/60 = 114 hours and therefore exempt under section 12 of the Freedom of Information Act.

However, I can confirm that 1,370 Families were claimed for as ‘turned around’ under the success criteria related to the Troubled Families programme. Of these 117 claims were under the ‘Continuous Employment’ success criteria; and 1,253 were under the ‘Crime/ASB; Education’ success criteria.
