Senior Interims

“I am conducting research into the use of senior interims in local government.

By senior interims, I mean managers or leaders hired on non-permanent contracts through a recruitment business who are paid over £500 per day.

I would be grateful if you could provide answers to the following questions:-

What was your total spend on interim executives for each of the past three financial years?

In the financial year 2015-16 Devon County Council’s (DCC’s) total spend on senior interims was £364,069.

In the financial year 2016-17 DCC’s total spend on senior interims was £469,420.

In the financial year 2017-18 DCC’s total spend on senior interims was £447,349.

How many senior interims were employed in your organisation in each of the past three financial years?

In the financial year 2015-16 DCC engaged four senior interims.

In the financial year 2016-17 DCC engaged eight senior interims.

In the financial year 2017-18 DCC engaged five senior interims.

How many interims had daily pay rates in each of these pay bands:

£500- £650 – 9

£651- £800 – 2

£801 or more – 2

In 2017-18 the Council switched to a neutral vendor framework. The total spend within the Executive/Senior Interim Category was £447,349.

(Where a managed service provider (MSP)/neutral vendor framework is in situ, then please provide total spend within the ‘Executive/Senior’ interim category, or at £500+ day rate, whichever is easier.)

In 2017-18 the Council switched to a neutral vendor framework. The total spend within the Executive/Senior Interim Category was £447,349
