We understand from your published spend that Devon Council have purchased transport consultancy and transport modelling related services from certain organisations. We would like to request in the public interest confirmation of whether the council has specific contracts with these organisations, and therefore the extent to which these services have had to be outsourced using public money. As such, please could you confirm the following:
The number of transport consultancy contracts that you have with supplier organisations and who they are with.

The nature of each contract, whether it is a single supplier, multiple supplier, framework or DPS, or if a contract does not exist, the purchasing process for such an ad hoc arrangement
The scope of each contract, e.g. general transport consultancy services, consultancy for specific project, general transport modelling consultancy, transport modelling consultancy for specific project
We have a partnership with Jacobs under the Transportation and Engineering Consultancy Services (TECS) contract. This is a top-up arrangement to support DCC’s Engineering Design Group with additional resources and expertise as required. It is a partnership, therefore single supplier and for general transport consultancy services covering a wide range of disciplines.
We also have a residual services contract with our former TECS contract partner, WSP. This covers the completion of work that is ongoing since the termination of the main TECS 2001 contract in March 2010. This extends for as long as work continues and is not used to commission new work with WSP.
Also with WSP, we have a collaboration agreement with Somerset County Council to use their Highways and Transportation Engineering Consultancy Services contract with WSP. This contract is used to engage specifically WSP when their experience of particular locations/projects is necessary.
The length of each contract and date that each one will expire
The Jacobs contract is 5 years, extendable to a maximum of 10 years based on performance measures stipulated in the contract.
The residual contact with WSP covers the completion of work that is ongoing since the termination of the main TECS 2001 contract in March 2010.
The Somerset County Council collaboration agreement was first established in 2013 under the Somerset contract 2010-2014 and was refreshed in 2014 under the 2014-2023 contract.
The amount of spend with each contracting organisation over the last 12 months 1st Jan 2017 to 31st Dec 2017.
Expenditure with Jacobs under this contract between 1st January 2017 and 31st December 2017 is £3,857,273.
Expenditure with WSP under the residual services contract between 1st January 2017 and 31st December 2017 is £15,430.
Expenditure with WSP under the collaboration agreement between 1st January 2017 and 31st December 2017 is £225,852
