Raw data about issued parking tickets is managed and held via our contractor, Chipside. It has not been possible to obtain the raw geospatial dataset from them due to issues with the incompatibility of formats and systems. The full raw data is not required to be routinely shared by Chipside with Devon County Council for the purpose of Civil Parking Enforcement (CPE).
We understand that in any case the raw data contains personal data which would be exempt from disclosure under Section 40(2) of the Freedom of Information Act 2000 – ‘Personal Data’ and commercially sensitive information which would be exempt under Section 43(2) of the Freedom of Information Act 2000 – ‘Commercial Interests’.
We have tried to create a report for the timescale stated with the data we do hold but the size exceeds the maximum allowable limit of 50,000 lines, as it contains 147,460 lines of data. We are, therefore, unable to produce a report for the timescale stated. We may be able to run a report for a shorter timescale which would include date, contravention, location and current stage, but this would not include next stage and transaction details as this is not held. A report for a date range of 5 months (from 1st April 2018) would contain approximately 30,871 instances, well within the limit mentioned above.
2. I would also like to request any information regarding how many of these parking tickets were appealed against by the driver and the percentage of these appeals, which were accepted and the parking ticket fine lifted.
