Contaminated Land Officers

“On behalf of the Environmental Industries Commission I would like to make the following Freedom of Information (FOI) request of your Authority under the Freedom of Information Act 2000.

1. Do you have specialist ‘contaminated land officers’ (CLO) employed within the Council? YES NO If answer is ‘No’ does the council engage ‘independent specialist consultants’ to advise council on sites.

No, Devon County Council (DCC) rely primarily on district councils’ Environmental Health Officers for their expertise in this area, but would consider appointing consultants if appropriate.

2. With regard to Brownfield sites (including contaminated land sites), do the Council carry out routine site inspections to discharge planning conditions? Yes / No

As a minerals and waste planning authority, DCC does not deal with many sites that were ‘brownfield’ prior to being developed.  Operational quarries and landfill sites are routinely monitored to ensure compliance with all planning conditions.

3. With regard to Brownfield sites (including contaminated land sites), what verification does the Council rely upon to discharge planning conditions related to remediation of brownfield / contaminated land sites?”

DCC would rely on the expertise of district councils’ Environmental Health Officers (who would have requested imposition of conditions relating to contaminated land).
