Devon County Council is the landowner of the site which is being developed through a Joint Venture with a private sector organisation, St Modwen, who are responsible for the marketing and development of the site. Therefore, this information is not held.

This includes the procurement of contractors for the construction of buildings and sub-contractor arrangements. St Modwen have stated that they procure suppliers using the principles of Best Value and via a competitive procurement process.
