Care home placements

Under the Freedom of Information Act 2000, please tell me:

1. Please tell me the total number of care home placements for individuals aged 65+ organised by the local authority in the financial years of:

2015/2016: 2,754 (with a Residential or Nursing service starting in this period – Short or Long Term, not including respite)
2016/2017: 2,655 (with a Residential or Nursing service starting in this period – Short or Long Term, not including respite)
2017/2018: 2,540 (with a Residential or Nursing service starting in this period – Short or Long Term, not including respite)

We should clarify that these placements were organised rather than funded i.e. this includes those whom we arrange (e.g. on grounds of mental capacity and lack of family support)

2. Please tell me the total number of care home placements that include a third party top up fee for someone aged 65+ organised by the local authority in the financial years of:

2015/2016: 619 (with a Top Up agreement starting in this period)
2016/2017: 565 (with a Top Up agreement starting in this period)
2017/2018: 486 (with a Top Up agreement starting in this period)

3. Please tell me the percentage of people that were offered a care placement that was within their personal care budget in the financial years of 2015/2016, 2016/2017 and 2017/2018.

Historically we haven’t used the Resource Allocation System or allocated a personal budget to recipients or Residential Care or Nursing Care. We therefore do not hold this information.

4. What was the most expensive and the cheapest third party top up fee in your area in the financial years of:

2015/2016: £758.00 (most expensive), £1.96 (cheapest)
2016/2017: £765.00 (most expensive), £0.00 (cheapest)
2017/2018: £1226.00 (most expensive), £1.80 (cheapest)

We should emphasise that 3rd party top-ups are paid at the choice of the user or their family to secure a preferred provider or room.
