What is the total income from car parking ticket machines at car parks which fall under your authority? Please supply this information for the last financial year 2016/17. If costs permit please supply the same information for the previous 3 financial years: 2015/16 2014/15 2013/14
Information for 2103 – 2014 and 2014 – 2015 is available on our public website on the Income from car parking enforcement activities page. The income for 2015 – 2016 was is £2,741,912.
Please note: Devon County Council is not responsible for most off street parking – that is the responsibility of District Councils – charges vary – please contact them directly using the information on the links provided.
How much of that income was derived from ‘over paying’ sometimes called ‘over vending’? To be clear, this happens when – for example – a person parking in a car park seeks to pay for an hours parking which may cost £1.50 but they only have a £2.00 coin and the machine does not offer change.
We estimate that to extract and retrieve this data from our systems would take longer than the 18 hours – r Section 12 of the Freedom of Information Act 2000 – Cost of compliance exceeds the appropriate limit. We conducted an exercise to extract details of “over vends” from our electronic systems for a single parking meter. This involved downloading data from a central database and then calculating for each transaction, whether the amount paid by the member of the public equated to an “over vend”. This took 20 minutes for a single parking meter. There are approximately 300 parking meters in the Devon County Council area therefore we estimate that to extract the information requested from all would take approximately 100 hours. In the interests of providing advice and assistance if you were able to suggest a smaller geographical location, for example a particular Devon town, we would be happy to review your request again
