Car parking meters, cashless and excess payments

Information request about the amount of money the council has collected in unreturned change or money recorded as over-vend from car parking meters/machines in 2010/11, 2011/12, 2012/13, 2013/14, 2014/15 and 2015/16.

We estimate that to extract and retrieve this data from our systems would take longer than the time specified – 18 hours – under Section 12 of the Freedom of Information Act 2000 applies (Cost of compliance exceeds the appropriate limit).

We conducted an exercise to extract details of “over vends” from our electronic systems for a single parking meter. This involved downloading data from a central database and then calculating for each transaction, whether the amount paid by the member of the public equated to an “over vend”. This took 20 minutes for a single parking meter.

There are approximately 300 parking meters in the Devon County Council area therefore  we estimate that to extract the information requested from all would take approximately 100 hours.

In the interests of providing advice and assistance if you were able to suggest a smaller geographical location, for example a particular Devon town, we would be happy to review your request again.

Could you also provide me with the total number of car parking meters/machines the council was responsible and the number equipped to take non-cash forms of payment (e.g. card or mobile app) in each of those years (2010/11, 2011/12, 2012/13, 2013/14, 2014/15 and 2015/16). For example, with the second part if a council car park has three payment machines but drivers can pay through an app for the car park as a whole, that would be three payment machines with non-cash forms of payment.

There are approximately three hundred (300) pay and display machines in service on our network at this time, all machines are complimented by a cashless payment option that can be accessed via a telephone system or app.
