Appendix E Claims

I would like to request the Appendix E time paid calculations on App E claims going back over last 10 years please. 

I am only interested in the calculations of time and how this has been calculated and so no names or personal data need be disclosed and thus cannot be attributed to or identify any individual. Just the figures and calculation for each claim will suffice thank you. I am already informed that there were in the region of 93 in last 2 yr period. Going on this as an average you would expect there to be in the region of around say 500 plus over this period in total. I would also like to ask whether these have all been calculated to the same formula using the same method. 

Appendix E is a Devon County policy applied when an employee is relocated to another work base. This policy available from HR indicates how the calculation should be made to pay for extra mileage and time taken in extra travel when an employee’s place of work is moved. This is paid as recompense for move and extra cost in time and mileage (I am only interested in calculation of time aspect) this is paid for period of two years. Each case will have an individual calculation of original distance to work and then extra etc according to policy to determine how much of the additional time should be paid. It is these calculations I am interested in each claim should have an individual calculation. Please do not hesitate to contact me for any further information but this in coupled with the actual DC policy should be sufficient.   

Devon County Council does not record this calculation in a manner that can be easily extracted from our systems.

Devon’s retention policy states this information is kept for six years. Devon’s Workforce Data Team have produced a report which suggests that there are 300 claimants for the last six years.

Therefore, in order to provide an answer we would have to undertake a manual interrogation of each claim.  We estimate that to carry out this exercise per individual record would take 5 minutes.  Therefore to conclude this exercise for all 300 cases would take approximately 25 hours to complete.

Under the Freedom of Information and Data Protection (Appropriate Limit and Fees) Regulations 2004 public authorities are not obliged to comply with requests which exceed the cost limit of £450 (equating to 18 hours of time).  For this reason we believe that Section 12 of the Freedom of Information Act applies (cost of compliance exceeds the appropriate limits).
