Adult Social Care Fee Rates

“We ask the council to provide the prices it pays to independent and voluntary sector homecare providers for the provision of regulated social care services delivered to people aged 65 years or above in their own home, during a seven day period which includes Monday, 23 April 2018 (the “Reference Period”).

Figures requested in items ‘a’ to ‘c’, below, should be expressed in pounds and pence per hour, as follows:

The lowest rate per hour paid to any individual homecare provider during the Reference Period;

The lowest hourly rate paid to an individual care provider for the provision of ‘personal care’ for an individual over the age of 65 year during the reference period was £15.56

The highest rate per hour paid to any individual homecare provider during the Reference Period;

The highest hourly rate paid to an individual care provider for the provision of ‘personal care’ for an individual over the age of 65 years during the reference period was £36.72

The average (“arithmetic mean”) price per hour paid to all homecare providers for all hours of homecare services purchased during the Reference Period; 

The average price paid to all providers for the provision of ‘personal care’ for individuals over the age of 65 years during the reference period was £18.81 per hour.

The total hours of homecare purchased from all homecare providers during the Reference Period; 

The total volume of ‘personal care’ commissioned from all providers for people over the age of 65 years during the reference period was 27,531 hours.

The council’s total spend on homecare services purchased from all homecare providers during the Reference Period; 

Devon County Council’s (DCC’s) total spend on ‘personal care’ (including expenditure on extra care housing for people over the age of 65 years) during the reference period was £515,764.

In relation to contracts held with independent and voluntary sector homecare providers: 

Whether the council has imposed any requirement that providers pay their workers an hourly rate above the prevailing National Minimum Wage (including the National Living Wage);

The maximum rate specified, if the answer to question f.i. (above) applies.

DCC has not specified that providers pay their workforce an hourly rate above National Minimum Wage (Including the National Living Wage) however the Council wishes the UKHCA to recognise that 76% of the Council’s commissioning of ‘personal care’ was delivered through its ‘Living Well at Home’ contract in the reference period. The contract requires providers to pay workers for travel time, mileage incurred between visits and any downtime at National Minimum Wage or National Living Wage (as applicable).
