Brown Sign Advertising at Penn Inn Roundabout

Request and Response:

“Please can you inform me:-

Why there is a brown sign advertising Plant World at Penn Inn, Newton Abbot.   The brown tourism direction signs for Plantworld at Penn Inn, were installed as part of the construction and resigning works for the South Devon Highway. They replaced brown signs to Plant World that were previously located along the old A380 route. All pre-existing signs for tourist destinations on the old A380 including Plant World were checked for compliance with the current policy and signing regulations before replacement was agreed as part of the scheme. Plant World meets current requirements for tourism direction signing as a  flower garden or horticultural exhibition.

The one off cost and maintenance cost of the sign.  The current signs were paid for by the SDH scheme. The design and provision of the original signs were paid for by the site owner\applicant. Maintenance of brown signs is paid for by the applicant unless a claim can be made against a third part for loss or damage.

Who foots the bill. All costs for brown signs are paid for by the applicant.

The criteria under which this sign was agreed and by whom.  The criteria under which this sign was agreed is defined by Devon County Council Policy (DTP/07/05 PROVISION OF TRAFFIC SIGNS TO TOURIST  DESTINATIONS). This policy follows national criteria set out under TA94/04 of the Design Manual for Roads and Bridges and the national signing regulations set out under the Traffic Signs Regulations and General Directions.

The details of any exemption for going outside of your policy. No exemptions were required for signing outside of our policy.

Particularly in relation to the comment regarding garden centres.”  Garden centres and establishments that are primarily retail in nature are not considered  eligible for tourism direction signing. Plant World was signed as a tourist attraction for the public gardens that it both offers and promotes to visitors and not for the nursery business that it also operates from the site.
